judging by how she's smiling and looking to the side, I agree that they are probably exhibitionists and she's looking to see who is watching them.

to Carlosnz : I was thinking she was bored as well... but then I thought maybe it is because they are exhibitionist and she is looking out the window to see if anyone are spotting them?
